Location of Icefall Cave in Sevii Islands. Icefall Cave differs from the rest of the Sevii Islands since, rather than having a tropical climate, it is frigid and filled with icy caverns. Many ice tiles are scattered around, and if a tile is stepped over twice, the player will fall through to the floor below. There is also slippery ice in the inner basement floor, which causes the player to continuously slide in the same direction they stepped in until they hit an obstacle.
Once the player uses Waterfall to scale the waterfall to the back inner cave, Lorelei of the Elite Four will be found confronting a group of Team Rocket Grunts. In the upper-right hand corner of the island is a house with a Move Tutor inside.
He teaches Body Slam. Next to that house is the Day-Care Center. Leave your Pokemon here to let them breed or raise their levels. Next, you surf across the pond for a Stardust, and then surf to the other side to enter the Icefall Cave.
Once you're in Icefall Cave , surf across the water and go deeper. In this room, you'll find a puzzle with many blue ice tiles. They are just thin pieces of ice that crack the first time you step on it, and break the second time. This is a fairly easy puzzle. You want to get to the bottom-right corner of this room, where you'll find HM07 - Waterfall. You want to fall through certain holes to get to the HM, and after some trial and error, you'll get to it.
Fall through the ice to the east to find yourself on the sheet of ice below. Skate down, then to the right to get to the Nevermelt Ice. Return back upstairs. Now go through the more southern ice square. Skate up, right, then down to get to the southern end of the ice patch. Grab the Full Restore past the ladder, then return to it and go up.
Upstairs, you will get the HM07 Waterfall. Teach it to a Pokemon and head back out to the previous cave. Face the waterfall and use your new skill. This will raise you to the upper level of the cave.
Go down the ladder, then into the nearby cave. Many ice tiles are scattered around, and if a tile is stepped over twice, the player will fall through to the floor below. By navigating through the inner cave's first and basement floors, the player will find HM07 Waterfall.

She will tell the player to help her defeat them, though the player only needs to confront one Grunt. The back cave appears to be connected to the ocean and is notable for being the only place to encounter wild Lapras in all of Generation III.
An old woman in Four Island states that as a child, Lorelei met a Lapras here in Icefall Cave, possibly the same one she still has in her party. In the cave, Bill introduced them to the Vs. Seeker and told them about Lostelle 's encounter with Giovanni and Deoxys.
